Batter:

3/4 cup rice flour

1/3 cup all purpose flour

1/2 tsp baking powder

1 egg

1 tbsp annatto powder

1 tsp salt

FILLING

1 cup julienned Napa cabbage

1 cup juliened carrots

1 cup juliened snow peas

1 cup juliened leeks (white parts only)

1 cup bean sprouts

1 cup chopped shrimp

oil for deep frying

Rice vinegar with sliced garlic and chopped chilies to taste for serving

combine the batter ingredients ,stir to form a thick but smooth batter

in a small bowl spoon about 1/4 cup of the vegetables and shrimp.

add 1 1/2 tbs batter. pinch of ground black pepper, 1 tsp fish sauce

mix it thoroughly and deep fry  until golden brown.Flip and brown the other side 1- 2 minutes.

Place on a paper towel-lined baking sheet to drain


Repeat until all the filling is fried and serve with vinegar dipping sauce
